New Seatbelt Rules For Buses In Hong Kong Starting January 25, 2026: What Families Need To Know

The Hong Kong government has introduced new rules to enhance road safety, requiring mandatory seatbelt use and stricter regulations for passenger vehicles. This follows a tightening of car seat rules implemented in November 2025. Here’s what families need to know:

Key Changes Effective January 25, 2026:

  • Mandatory Seatbelt Installation:
    • All passenger seats in public and private buses, minibuses, and school buses registered on or after this date must have seat belts.
    • Rear passenger seats in private light buses and goods vehicles must also be equipped with seat belts.
    • Drivers’ and passengers’ seats in special-purpose vehicles (SPVs) must have seat belts.
  • Seatbelt Use:
    • Drivers and passengers in the above vehicles must wear seat belts if they are fitted.
    • Student service vehicles must retrofit all seats with seat belts and safer seating by December 31, 2028, to continue providing transport services.

Fines and Penalties:

  • Vehicle owners or drivers failing to fit seat belts without a reasonable excuse can face fines of up to HK$5,000 and three months’ imprisonment.
  • Drivers and passengers failing to wear seat belts can also face the same penalties.
  • Drivers carrying passengers under 15 years old in rear seats of goods vehicles or any passenger seat of SPVs without seat belts can be fined up to HK$2,000.

Safety Tips for Families:

  • Wearing a seat belt reduces the risk of death or severe injury in accidents by up to 70%.
  • Ensure each person uses their own seat belt—no sharing.
  • Seat belts must be worn properly, with the lap belt across the thighs and the diagonal strap midway across the shoulder and chest.
  • Avoid modifying seat belts with clips, as it reduces their effectiveness and is illegal.

What This Means for Families:

  • When traveling on public or private buses, minibuses, or school buses, ensure all family members wear seat belts if available.
  • For student service vehicles, note that retrofitting requirements must be completed by the end of 2028.
  • Educate children on proper seatbelt use to ensure everyone stays safe on the road.
