Hey, teenage families!  Starting April 30, 2026, Hong Kong will introduce stricter rules on alternative smoking products (ASPs) like vapes, e-cigarettes, heated tobacco sticks, and herbal cigarettes. This builds on the existing ban on importing, manufacturing, selling, or commercially possessing these products. Many teens think “just one puff at the park or MTR station won’t matter” — but even a small amount in your bag or pocket can lead to a fine once the law kicks in.

Why this matters for teens: Vaping is especially risky for developing brains — it can affect memory, attention, and mood, and many products contain high nicotine levels or hidden chemicals. The Scoop on The New Vaping Laws Starting April 30, 2026:

  • What does this mean?  No Vaping In Public Places Starting April 30, 2026!  The new phase prohibits possessing or using the substances (e.g., e-liquids, cartridges, pods, or heat sticks) in any public place (parks, streets, shopping malls, MTR, schools, beaches, etc.).  No vaping or carrying an activated device in public.  The devices themselves (vape pens) are not yet banned for personal possession at home, but the substances inside are heavily restricted in public.
  • When do the new rules kick in?  Starting April 30, 2026
  • What kind of trouble will you get in if you get caught?
    • Small quantities (less than 5 units of capsules/5mL of liquid or less than 100 heat sticks) trigger a fixed penalty of HK$3,000.
    • Larger amounts or commercial intent can mean up to HK$50,000 fine and 6 months in jail

    • Cigarettes? – Those are illegal under Hong Kong Law for people under 18.
    • Cannabis (Weed)? – Hong Kong’s strict zero-tolerance policy for cannabis.  Cannabis (including marijuana, weed, THC, and related products) remains completely illegal in Hong Kong under the Dangerous Drugs Ordinance (Cap. 134). It is classified as a Schedule 1 dangerous drug alongside heroin and cocaine.
      • There is no recreational, medical, or CBD allowance — even trace amounts can lead to serious consequences. Teens caught with cannabis face the same penalties as adults, plus potential school consequences. Possession or use (smoking, vaping, eating, or carrying any amount): Maximum HK$1,000,000 fine and 7 years in prison.  Tell your teens!
      • Oh – did you know that if someone shares weed with your teen, that child sharing it would be charged with potentially life in prison.  Scary stuff!  Spread the info so teens understand HK Law.

Family-Friendly Practical Tips:

  • At school or with friends: Even sharing or holding one for someone else can get you in trouble.
  • Out and about: Public transport, queues for movies or events, and outdoor areas will all be vape-free.
  • Travel note: You cannot bring vapes or e-liquids into Hong Kong at all — even for personal use. Customs will confiscate them, with serious penalties possible.
  • Quitting support: Talk to a trusted adult, school counsellor, or check resources from the Tobacco and Alcohol Control Office (TACO) for free help if you or a friend wants to stop.
